This is a mechanism made for another use. It's attached to a 2" by 4" elaborately chased sterling handle and a 1.2" full bark malacca shaft. It has a inlaid silver collar 1' down the shaft hand chased to match the handle. In the shaft are 6 tubes that funnel into each other with screw on T's. The shaft and tubes are interrelated and one is no good without the other.
