Sterling Vinaigrette mystery (8504)

I have insufficient data to determine the age of this one. My senses tell me it's from the victorian era of 1840 or newer. It has a 6" long ferrule that indicates middle 19th century to late 18th. The ferrule is thin as this is a small cane, and is solid brass unlike most from that period. I don't know what to think, as I've not seen any other ferrules like this.
