This would be a difficult one to make, as it has a heavy metal tappered shaft and original ferrule.
With it's stag handle it looks like a common cane, that doesn't do anything. When the handle is removed a less than 2' metal fish speer comes out and extends to over 6' when it replaces the ferrule.
