Presentation Childs Cane (8782)

This is made just like an adults cane but in miniature.
I'm wondering if this is the smallest ever made. 20" long malacca shaft 1/3"D, with the handle 8/10"D, 1"3/4" L. original brass ferrule, circa 1890. If 20" is 1/2 the person, then the child would be 3'4". I don't know how old a 3' 4" person should be.
